The Composer is the central part of Designer. It displays the form selected in the Structure. A tab with the form name is added over the composer toolbar.
Most controls from the Palette, Clipboard or Templates are added on the form in the composer. This is where they are positioned and aligned.
Here's a list of the composer toolbar buttons and their description
